West Tampa was a separate city west of Tampa. It existed from 1895 until 1925, when the City of Tampa annexed the area.
The area was thriving with businesses and residences. Some still exist in the area. There were also cigar producers. A couple of those structures still stand on Howard Avenue. Even a street car roamed the area, as you can see the tracks of in the photograph.
